Justine was getting confused around now. She could hear Dean's loud exclamation, having snuck a little closer to them. Crouched as she was in the grass near the water, she could see the horse plain as day in the twin flashlight beams.
The animal whickered at them, tossing its soggy mane. It was safe in the water, out of the reach of their flame throwers. Even though it looked like a horse, the kelpie was a creature of the depths, and if they so much as set foot in the water, it could probably pull them in. It was a dangerous game.
At this point, Justine had no idea what was going on. Maybe it was a little unusual for horses to go into the water, but not unheard of. Moreover, why would FBI agents care about a stray horse? Slinking through the grass to find a better vantage point, she watched as the horse retreated until it was up to its withers in the water, swimming down along the bank.
That was when something caught her eye. There on the shore, was a body halfway submerged in the muddy water. Its clothes were shredded, muscle and flesh stripped from bone. It was a gruesome, bloody scene and Justine couldn't stop herself from crying out in horror when she realized that she'd found Joshua after all.
Very suddenly, the kelpie turned its attention towards her, its eyes zeroing in on where she was hiding in the tall grass.

The horse backed up even farther into the water, seemingly in response to Dean's comment and if it were in human form, it probably would be laughing at them. It just had that look on its horsey-face. Dean gave it a deadpan expression, accompanied by a dry, "Very funny."
He and Sam had barely lowered their heads together to try and come up with some kind of a plan when the horrified scream sounded and the kelpie zeroed in on its new target. Being pretty smart, as lots of monsters tended to be, it could probably sense that the owner of that scream was more vulnerable and less aware of the supernatural than the two blowtorch-wielding hunters.
Dean recognized the scream at once and handed his torch to Sam, shining his light towards where the sound had come from. "Sheriff?" He took a step towards where he assumed she was hiding. She obviously hadn't bought their lie.

Justine stood to her full height, gun drawn and pointed in a vaguely more Sam-and-Dean direction than they probably would have liked. They were obviously the bigger threat in her mind than the horse, which seemed benign in comparison to what she could only assume were two men impersonating federal agents for what had to be nefarious reasons.
Her eyes kept darting back to the grisly corpse that had once been her fiance.
"What is going on?" she demanded. Her tone brooked no argument, though it was obvious she was trying to keep her face from twisting up in anguish at her discovery. She asked them again. "What is going on?" Keeping her gun raised, she sidestepped closer to the body to confirm that it was actually Josh, and she had to bite back a low sob at the appearance of his lifeless face.

"Whoa!" Dean's hands went into the air rapidly when he found a gun in his face. Taking half a step backwards, he tried to use a relatively calming voice, while keeping both eyes on the gun and trusting Sam to keep an eye on the horse. "Let's just calm down here and put the gun down...the only people that thing would hurt would be the only two people who can get us safely out of this situation."
Of course, she had no idea what 'this situation' was so he probably wasn't helping matters with that line. All she wanted to know, as indicated by her asking it twice, was what was going on. Dean followed her gaze to the corpse of whom he could only assume to be her fiance (which made him feel bad about the particular lie he had chosen...but only for a second), and then back to the gun in her hands. "What is going on is that we are trying to take care of the thing that killed all those people, including your fiance." He lowered his hands slightly. "We don't really have time to lead you slowly around to the truth here, so"-
Sam spoke up from behind Dean, protected from the line of fire by his brother. Whereas Dean's calming voice had lasted only seconds before turning to somewhat agitated and urgent, Sam's tone was very soothing throughout. "That horse is actually a kelpie which is a creature that drowns its victims before tearing them apart."
Dean knew how that sounded but as it was getting close to the kind of darkness that not even a flashlight would help find that damn kelpie, he gave an indifferent shrug. "Call us crazy if you want. It wouldn't be the first time."

She did not immediately swing her gun around to point it at the horse. Kelpie. Whatever. But her eyes narrowed and it was obvious that she was attempting to process what the boys were feeding her through the haze of grief that was settling on her shoulders. Her lips were pressed thin as she considered them both.
However, when splashing behind her alerted her to the fact that the kelpie had come up out of the water and onto the shore (effectively using her as a barrier between itself and the brothers), she spun and aimed at the beast. "Okay," she said. "I can buy that. This is a monster. It eats people. I'm assuming a regular gun won't work and I'm fresh out of silver bullets, so how do we kill this mother?"

Dean blinked. People rarely believed them right away and even compared to the few that did, that had to be one of the fastest acceptances of all times. And her remark about being out of silver bullets was a little odd (he didn't know of too many sheriffs or law enforcement personnel who carried around anything other than regular bullets), but seeing as how they had a bigger fish (horse. whatever.) to fry, he let it go.
"You torch them" he explained, gesturing to Sam with his flashlight-free hand. Catching the blowtorch skillfully, he proceeded to show it to the Sheriff while keeping an eye on the kelpie which was prancing about behind her with a very human sort of expression that plainly read "catch me if you can".
Dean was getting very sick of this thing.

Dean was allowed to feel surprised, since her change of heart did seem pretty abrupt. Justine wasn't really a hundred percent into their story, but she did believe in Occam's Razor; Dean and Sam's explanation of what the horse actually was, if it were true, tied in with all the killings far better than any other theory she'd heard thus far. As far-fetched as it was, in this exact situation it seemed safer to believe in something that sounded absolutely insane than to allow anyone else to get killed. The silver bullet remark had been a bit of sarcasm to help her feel a little better, since everyone knew that was how you killed monsters, right?
"Well then, torch it already," she said, shuffling to put the brothers between the monster and herself. Realizing what was going on, the kelpie whinnied and took off down the bank, leaping into the water. Justine fired off a shot, hitting the creature in the flank, but though it staggered it didn't slow down.
She swore loudly. "How are you supposed to kill it if it's underwater?" she asked after popping off a few more bullets at where the thing had disappeared into the water.

Dean swore too, though not nearly as loudly as the sheriff. This kelpie was smart and thought it was smarter than them, which bugged Dean. He could handle it when other non-supernatural things thought they were smarter than he was (let's face it, they probably were...book-smart wise anyway), but when monsters started acting that way...things were going to get real ugly, real fast.
He took a few steps towards the water, shining his flashlight into its depths. He really had no good answer to the sheriff's question, but felt it might be rude to ignore her completely so he gave a noncommittal shrug, and stepped ankle-deep into the water. "We lure it back out."
Sam took an immediate step towards his brother. "Dean..."
"I don't see another option here, Sam. It's getting darker and we're running out of time." Why were they always running out of time? Why couldn't they, just once, have a nice simple, easy hunt??

Justine couldn't believe what she was saying as she stepped forward. "I should be the one," she said. It was stupid to offer herself up as bait, and she wasn't even sure the monster would go for it, considering she was female and all the victims they'd found had been men. But Josh was dead and she was feeling reckless, and if she was killed in the process, well...
"You two are the ones who know how to kill this thing, so I'll reel it in and then you do what you have to do."

Dean shook his head, looking at a space between Sam and the Sheriff so as to avoid giving direct eye contact to either. "I am not letting you just throw your life away because your fiance was murdered." It was hard to ignore the irony in that statement, seeing as how he literally threw his life away when Sam died by making that deal with the demon, but she didn't know that and he wasn't about to enlighten her.
He continued speaking to keep Sam from making any comments along those lines. "Look, I know how you feel. Really I do. But I'm not about to let you wander into the water in the dark. This thing is smart and dangerous. So...if you have your heart set on being bait, then I'm being bait with you. Sam is more than capable of killing this thing on his own once it surfaces." He tossed his brother the blowtorch he had been holding so that Sam now held both of the weapons.
With one torch in each hand, Sam was forced to tuck his flashlight under one arm, looking slightly foolish. "This is ridiculous."
Dean gave him a wry grin. "It's the only way I know how to do things, Sammy."

"Who said anything about throwing my life away?" Justine retorted sharply, shining her flashlight into the water and holding her pistol in the other. "This monster, whatever it is, has been killing people that I'm responsible for. My friends, okay? My family. I'll be damned if I let it kill anyone else." Hopefully Dean would get the hint and not argue the point further with her.
As she waded into the water, Justine felt her pulse begin to race, and she wished she had a bigger gun, even if this creature could purportedly only be killed with fire. She found it hard to believe that there were things that couldn't be killed with a trusty shotgun, but they were the experts here.
"So, Dean," she said, having picked up on his name earlier in the interaction between the brothers. "How do we lure this thing out? Rain dance? Mating call? Or will it just come for us 'cause we smell like tasty bacon?"

Dean was not one to back off easily and didn't leave the water, though in an effort to let her feel like she was doing something to protect her town and family and whatever else she had been rambling on about, he didn't go out any farther than where he already was.
When she asked how they lured it out, his answer was immediate and appropriately Dean-like in sarcasm. "We just ask it nicely."

Justine laughed; it was not a pleasant sound. "Oh, just ask it nicely? Here, little monster!" she said in the tone that someone might use when talking to a puppy. "C'mere, you little abomination!" She probably shouldn't have taunted it, because the next moment she felt something brush against the side of her leg and she jolted, shining the light down only to reveal nothing unusual.
Another moment passed in tense silence, but when nothing happened, she chuckled and shook her head. It was probably a fish.
Five seconds later, she shrieked in alarm as she was dragged under the water.

Dean hadn't realized she would take his snide cynicism to heart and actually start calling the monster like a pet dog, sarcastically or not. "Sheriff...that probably isn't the best way to"- he started but changed courses to an alarmed, "Sheriff?!" when she was dragged under. "Sam, it's got the Sheriff!" He waded deeper into the water, splashing as much as possible so that the kelpie would notice. After all, he was a hunter and a male; he should be of more interest to it than Justine.
Sam hurried down to the water's edge, careful not to set one foot in. There were already two people risking their lives, a third would leave no one to toast the sucker when it finally surfaced. Shining his flashlight into the water's depths, he tried to catch sight of it, but Justine had wandered out too far for the kelpie to be anywhere near the shore.
"Come on out you little water demon" Dean hollered before diving under and opening his eyes, squinting around for the kelpie or the Sheriff. He stayed down as long as his lungs would let him before surfacing and gasping for air.

A loud popping sound could be heard from under the water. Justine hit the surface a few seconds later, gasping for breath and bleeding from a cut on her face, but still alert enough to scream at Dean. "Go back!" She was swimming back to the shore like her life depended on it, which it really, really did.
The water behind her foamed as the kelpie writhed and thrashed. Staggering in the shallow water and up onto the bank, she wiped at her face and coughed up a lungful of water. "I think it's mad," she said with surprising nonchalance. "I shot it in the eye."
